SSCBL CONSTITUTION                                                        2012
 
The SSCBL is a continuous roster, PBM, FTF, NET-PLAY, computer SOM league.   Super-Advanced Rules, Supplemental Stealing, Ballparks/Clutch, and Max Level Rules are in effect.  Outfielders may play out of position per SA Rules.  RFs not rated to play CF will lose 1 point (RF-1 to CF-2), LFs not rated to play CF lose 2 points (LF-1 to CF-3). DH will be used only in AL ballparks. Players used at a position they are not rated for shall forfeit the game.
 
PLAYERS LIMITATIONS:  110% of Plate Appearances (At Bats + Walks) or Innings Pitched per card.  Teams using players in excess are subject to loss of draft picks as described below in the penalties section.  Any player exceeding his limit is suspended for the remainder of the season and playoffs.

Playoff Usage Limitations- 10% of real life PA or IP for a 5 game series. 15% for 7 game series.
 
INJURIES:  Injuries will not be in effect.  Each team is given 15 days off prior to each series.
 
PITCHERS:  Starting rotations carry over from series to series without a day off, except for the three-day All Star break.  Starting pitchers with an asterisks * may start every 4th day. Only pitchers with an endurance rating at Starter may start a game. For each block of games, any pitcher who will start a game may not relieve at any time in the block. They must be set to “Never Relieve” in the computer manager. Any starter with a reliever endurance of  zero may never relieve. They must be set to “Never Relieve” in the computer manager.
                                                                                                                                     
TRADES:  Trades are allowed from the day after the final Championship series game, until the start of Block 1 play. Trades are also allowed between each Block of play until the final Block (or a date to be determined by the Trade Committee).  Players cannot be traded during a Block (this is, they cannot change rosters because roster changes can only take place when the commissioner creates league files for each block).

Only draft picks for the next year’s draft may be traded. Nothing beyond a 12-month window. (i.e. you can’t trade 2014 picks until the 2013 draft is underway. And then you can only make deals for the 2014 draft until it is underway, then the 2015 draft picks come into play). 

Both parties must notify the entire league via the league e-mail system before the trade is final. The notification must be made by midnight Sunday before the beginning of the next block to be included in the next block rosters.  If 3 or more members challenge a trade as being unfair within 24 hours of the trade being sent to the entire league (confirmed by the 2nd manager), then the Trade Committee will make a decision of whether the trade is detrimental to the long term health of the league. If less than 3 challenges to a trade are issued in the 24 hour waiting period, then the trade does not need review by the Trade Committee, and is approved.

If a challenged trade involves one of the members of the trade committee, or if one of the members is among the 3 who challenged the trade, then the commissioner will find a substitute to rule on the trade as part of the committee review.

If the trade  review committee rules against the trade, they will not be allowed to try and make a trade offer for one of the players involved in the trade for a period of 2 months.

Draft day trades:

In  order to keep the draft moving quickly, draft day trades are not subject to the 24-hour waiting period. The commissioner or his designate can rule a trade invalid if he sees there is no obvious rationale for a trade.

Once a trade involving the immediate pick is announced, the draft stops until the commissioner decides in favor of, or against the trade. In case of an e-mail draft, he will adjust time slots if the pause of the draft moves current picks past the current time.

Trades announced during the draft, which do not involve an immanent draft pick (those taking place within 48 hours) do not fall under this rule, but instead must pass the original 24 hour approval period.

 
ROSTERS:  36 players and unlimited draft picks.  Active rosters for each series is 25.  Managers are responsible for getting current CMs to the League Office prior to the beginning of play for each Block.  Winter roster size is 20 players (effective the 2011 season), and remains in effect until the commencement of the draft. Deadline to announce 20 man rosters is January 30  Players who do not receive cards may be protected and traded.  Once an uncarded player is released from a SSCBL roster, the player may only reenter the SSCBL when he receives another card.  Clubs roster must have at least three players rated per position. Protected uncarded players count against the 20 man winter roster, and the 36 man regular season roster.

Each team must have 2 players rated at each field position on its 25 man roster and its 36 man roster
 
ANNUAL DRAFT:  All players who receive a card are eligible(When the computer game comes out, it designates a group of players as uncarded. We will not be using any of the uncarded players group in our league. Only the group “Major Leagues” will be eligible to be drafted and put on an active roster).  The draft will last 16 rounds.  Clubs draft in inverse order of previous year record, except Championship Series participants.  The champion selects 24th and the loser of that series 23rd. In case of identical won-loss records, the previous seasons records will be compared, with the worse record getting the better draft position, and then if they are still tied, we will use a lottery. Draft picks are subject to forfeiture based upon meeting League deadlines and usage violations.  Clubs must carry 500 at bats per position and 1400 innings pitched at the close of the draft.  Future draft picks for the following season may be traded.
 
E-Mail Draft Rules:

1.   Once your listed time comes up you can draft, regardless of whether or not the manager in front of you has picked.
2.   If the manager in front of you has made their pick, you do not have to wait for your time slot to pick.
3.   If you miss your allotted time slot, you can pick anytime after that. However, any players picked since your time slot went by are no longer available.
4.   In case of nearly simultaneous draft selections, the time stamp on the e-mail at the commissioners computer will determine which pick was made first.
5.   If a manager misses 2 consecutive rounds, and also fails to respond to e-mails, the commissioner will make picks for that team.

FREE AGENTS:  All free agents are eligible to be picked up during the season on a first come basis. Teams are not limited as to how many times they may pick up free agents. All free agents picked up after opening day must be released back to the free agent pool at the end of the season. They may not be put on the winter roster. They may not be kept for the following season.
 
STATISTICS:  Each club is responsible for maintenance and submission of all stats to the League Office at the conclusion of each Block of play.  Verification of rotations and usage is required before the beginning of play of each Block.  Home managers are responsible for saving all games from the point of being an official game. 
 
SERIES & PLAYOFFS:  In order for a player to be eligible for the playoffs, he must be on the teams roster for all blocks of play in September.
 
BALLPARKS:  Annually each club has the option of selecting the Game Co.'s newest ratings in the four quadrants that each ballpark is rated, or maintaining the standing ratings from the previous season. In addition, each quadrant may be customized independently, with a maximum of a 3 rating point change per season. SSCBL clubs will submit their ballparks with the winter rosters.  Moves from one ballpark to another are handled on a first-come basis. Ballpark Ratings changes are due 5 days after the end of each season’s draft.

In order for this rule to be in effect, we have turned off the weather effects option.

LEAGUE PLAY: Home teams play home games at their ballparks. It is strongly recommended that all teams fill out their starting rotations for the entire season, but minimum requirement is for each Block.

DIVISION ALLIGNMENT: Teams will remain in the same divisions each year. No realignment based on won-loss percentages.
 
DISPUTES:  Game Co. Rules apply. Dispute Committee will review. Commissioner's ruling is final.

Rules put in place by the commissioners advisory board after the annual rule vote will become part of the constitution without a vote unless a member calls for the ruling to be put to a vote.
GAME SETTINGS:  should not be altered in any way prior to the playing of games. The settings used in the SSCBL are below. For those settings not specified below, they are at the user's choice:

UNDER DICE/CARDS/SPLITS

PENALTIES

1. Penalty for late submittal of CM
a. The commissioner will use HAL to create a CM for any team with no CM submitted by the deadline
b. The team incurs one infraction

2. Penalty for late submittal of results
a. The commissioner will autoplay the series
b. The team incurs one infraction

3. Resolution of infractions due to late CM or late results
a. The commissioner contacts the Penalty Enforcement Committee with a list of the offending teams
b. The enforcement committee contacts the team managers to inform them of their infraction, and to give the manager 72 hours to appeal.
c. If the appeal is accepted, the infraction is removed from the records.
d. If the appeal is rejected, the infraction is added to the total for that team.
e. If no appeal is made in the 72 hours, the infraction is added to the total for that team.


4. Infraction penalties
a. First infraction results in suspension of the teams batter with 550 PA who has the highest slugging pct. for one complete series. (Pitcher rotations make it possible to render pitcher suspensions ineffective). The series is the first home series of the next block after the infraction. Manager must submit box scores to the Penalty infraction committee to verify compliance.
b. Second infraction results in suspension of the same batter for 3 complete series. The series is the first 3 home series of the next block after the infraction. Manager must submit box scores to the Penalty infraction committee to verify compliance.
c. Third infraction results in suspension of the teams same batter for the entire next block. Manager must submit box scores to the Penalty infraction committee to verify compliance.
d. Fourth infraction results in suspension of the teams same batter for the remainder of the season and post-season.
e. Fifth infraction results in the managers expulsion from the league.
f. infractions from late CM will be added to infractions from late results. They are not totaled separately
g. Failure to comply with infraction enforcement will result in the managers expulsion from the league.

5. Overusage penalties – (These are in addition to the suspension of each player for the remainder of the season and playoffs)
a. Total up the amount of overusage for each team. (underuasge does not cancel out any overusage)
b. If the total amount of overusage for all players on a team is 1 to 15, that team’s 3rd round draft pick is moved back a number of draft slots equal to the number of the IP+PA overusage.
c. If the number is 16 to 40, that team loses their 2nd round pick
d. If the number is 41 or more, that team loses their 1st round pick


6. Penalties for violation of Starter Rest or Starter Relief Rules
   a. The offending team forfeits the game.

6.   Penalty for using a player at a position he is not rated for shall forfeit the game
7.   Penalty for using a player who has been suspended is that the team shall forfeit the game.
